The Circle Conference of UP (East) was held on December 22, 2024, in Lucknow under the presidency of Com. S R Upadhyay. Com. J N Dubey, Circle Secretary, submitted the annual report, and Com. Dhani Ram, Circle Treasurer, presented the accounts, both of which were unanimously adopted by the conference.

Com. V Vara Prasad, General Secretary, attended and addressed the gathering. Com. Mahatma Pathak, Assistant General Secretary, also spoke on the occasion. Distinguished officials from the CCA UP (East) office, including Sri Sangeet Kumar, CCA, Dy CCA, AO, and DGM (A) from the Circle Office, participated and addressed the members.

Com. Ravindra Kumar, Com. J N Dubey, and Com. P K Rastogi were unanimously elected as Circle President, Circle Secretary, and Circle Treasurer, respectively.

The 5th District Conference of AIBSNLPWA was held today, 15th December 2024, at Agra. The conference was chaired by Hon. Shri Jagdish Singh Yadav.

Update on Pension Revision Case – Delhi High Court The Writ Petition (WP) concerning pension revision could not be taken up today as the judges were engaged in a Special Bench post lunch. The matter has now been rescheduled to 15th January 2025.

The High Court of Punjab and Haryana, in CWP No. 9426 of 2023 and 807 connected petitions, dismissed the challenge to the 15-year restoration period for the commuted portion of pensions under Rule 11.1(2) of the Punjab Civil Services Rules, Volume-II. The petitioners, retired Punjab government employees, argued that the period was excessive and unconstitutional, as the recovery of the commuted amount typically occurs within 11.5 years, leading to unjust enrichment for the State. The court upheld the 15-year restoration period, citing previous judgments, the voluntary nature of pension commutation, and the policy's basis in actuarial calculations and recommendations by Pay Commissions. It found no evidence of arbitrariness, emphasizing that such policy decisions lie within the State's purview. However, the State agreed to review the restoration period through an expert committee to address the concerns raised.
