Denial of benefit of fixation under FR22© for those executives who retired between July 2017 and May 2018.
Between 22nd& 25th March 2022 we visited Delhi and we discussed this issue with Director (Estt) and explained as follows:-
The Executives who retired prior to July 2017 and those who retired after May 2018 got the benefit of increment one for lateral promotion and another for vertical promotion in the same scale of pay under FR22©.There was objection by audit and through court intervention got the benefit by giving an undertaking that it is subject to final verdict from the court.But the same benefit was denied to those retired in the in-between period of 10 months.This issue was discussed with Director (Estt.).He told that there should be uniformity and either all should get or all should not get.We told him that DoT cannot go against the judgement and the officials who retired during this 10 months period also should get it by giving a similar undertaking.He said that it is getting examined.
On 26/07/2022 again we discussed this issue with Director (Estt) during our visit.
He said that will be looked into.
DoT has issued the order on 20th February 2023 vide No.40-12/2004-Pen(ST)(pt) conceding our request. DoT took one year to issue this order. Anyway we thank DoT for removing the discrimination.

Nation wide agitation by BSNL/MTNL Pensioners: Joint action Program by six major BSNL/MTNL Pensioner's associations including ours was given demanding pension revision as per 7th CPC fitment formula. All of us have witnessed that the Call attention day on 19th December 2022 and two days dharna on 17th, 18th Jan 2023 was successfully observed throughout the country . Rally on February 8th to Sanachar Bhavan in Delhi and to CCA offices in Circles was also implemented successfully by these associations. Rally program was suitably modified depending upon local requirements.
Though Hon MOC was positive , because of negative attitude of authorities in Sanchar Bhan , we had resorted to the agitational approach demanding the immediate pension revision with effect from 1-01-2007 for pre 2017 retirees as per 7th CPC and the same benefit to be extended to Post2017 retirees also. More than 3.5 lakh pensioners are awaiting the settlement very eagerly. The enthusiastic response vindicated the anger of the pensioners against the inordinate delay and large majority of pensioners are convinced about the justification of our demand.
We congratulate all the leaders of these associations at all levels for the spectacular success of the 3 phase program of agitations.
Let us closely monitor the further developments on the issue and hope to jointly pursue for final settlement as per our demand.

Our Pension revision case in PB CAT Delhi has been adjourned to 21-03-2023.

GS / AIBSNLPWA spoke to Dr Mahesh Shukla, Member (Services), DOT, over phone today. Enquired about the status of our pension revision issue. Member (S) confirmedthe receipt ofcalculations from CGCA, on probable expenditure. Member(S)further told he has an appointment to meet Hon Minister for Communicationstoday in the evening. Member (S) told that he will inform the minister that pension revision is one of important pending point which is to be decided as the entire liability of cost of pension revision lies with Govt of India. He says he is hopeful for a favourable decision by MOC on fitment factor. On our behalf, we extended our greetings to him who is retiring on superannuation tommorrow .
2nd day dharna on 18-01-2023 was also held at all SSA/Circle headquarters throughout the country successfully as per joint call of 6 BSNL/MTNL associations demanding pension revision as per 7th CPC fitment formula w.e.f from 01-01-2017. Nation wide Dharna done on 17-01-2023 is a very successful as seen from the reports received from 18 circles . More than 600 photos have come in whatsapp. Here for the information of our leaders , members, few of them have been posted in the pdf file attached herewith. Hundreds of our members from all SSAs have participated with firm commitment to our demand and program.
DPE issued orders for revised IDA rates @ 201.2% due from 01-01-2023 in respect of Pay scales of 01-01-2007.

this service is to be implemented on pan-india level by ITPC Circle.

As per call of CHQ to observe call attention day on 19-12-2022 demanding pension revision with 7th CPC fitment benefit , jointly in association with 5 other BSNL/MTNL pensioners associations, all our members have participated in very good number all over the country with great enthusiasm and commitment by holding demonstrations. It is marked with speeches by our CHQ/Circle /District office-bearers, leaders at their respective places. The call was successfully implemented by our units in all circles/branches at CCA/SSA/Local headquarters . We congratulate all our units for this grand success of the program and it is evident and we are sure that our next program of agitations would be done with much more success which will surely compel the DOT to take positive decisions on pension revision as per our justified demand.
