DEMISE

We have received the sad news about the demise of Com. B S Saini, Circle President of our Association in Punjab since 2009. Com. Saini was a vibrant personality at Patiala, his hometown, engaged in various social activities.

Vice President, Guru Ram Das Society, Patiala
Patron, Power House Youth Club, Patiala

Distribution of grocery to widows through Jagbani, Punjab Kesari since 8 years
Payment of school fees of needy children
Distribution of books and uniforms to needy school children
Opened many computer training and sewing training centres under Janhit Samiti
Spearheaded several medical and eye surgery camps and blood donation camps
Started ambulance services for needy people under Janhit Samiti
Pioneered and started the Annual Marathon of Patiala, for Health and Environment Awareness
Renovation and maintenance of Baradari Gardens, Patiala - a public heritage property
Steered plantation drives in Patiala
Worked with district administration and Punjab Police to create awareness on traffic rules, environment, girl education,
Received honors from Punjab Police for his work with Saanjh Kendra, Patiala
Awarded by the Chief Minister, Punjab for his exemplary work for humanity in 2018 during Republic Day celebrations.

We convey our deepest condolences on the demise of the veteran.

Soon the sun will set down for the last time in 2020, an year that gave us great sorrows. We pay our tributes to those great men and women who lost their lives all over the world due to the pandemic.

We pay tributes to our brothers and sisters, BSNL retirees, who departed us quite unexpectedly due to Covid19.

Some Circle authorities permit Family Pensioners to migrate from BSNLMRS to CGHS and reimburse the amount paid by them to the CGHS. Some other Circles permit migration but do not reimburse the amount. Yet, few other Circles do not permit migration at all. On 30-9-2020 our CHQ took up the matter with Corporate Office and wanted a uniform policy for the entire country.

On 28-12-2020, Com. Anupam Kaul our AGS went to BSNL CO to enquire about the clarification on the matter. Sri Rajeev Sharma the DGM concerned is hospitalized being covid positive. After lot of efforts Com. Kaul traced our letter which is with SDE . It is learnt that the concerned SDE was also covid positive and has joined recently. He assured that he will put up the letter in coming week as he is busy in empanelment of hospitals . Our AGS will pursue further.

CUTTACK: Acting tough on non-compliance with an order issued a year ago, the Orissa High Court on Friday directed the State government to hold the current month salary of the Finance Secretary and the Law Secretary if the order is not implemented by December 21.

The Court was hearing a contempt of court petition filed by 81-year-old Mithuram Bhoi seeking intervention against non-compliance with the direction to the government to pay him of actual pension from February 1, 2020 and all arrears by April 1, 2020. The order was issued on December 12, 2019.

Bhoi was appointed as work-charged employee under Hirakud Dam Project in Sambalpur who had retired in 1998. He had moved the High Court in 2016 invoking an order related to work-charged employees in 2000. While disposing of Bhoi’s petition on December 12, 2019, the Court directed the government to regularise his service against any sanctioned post and grant him minimum scale of pay as well as pension and other retirement benefits taking into consideration the period during which he discharged his service as a work-charged employee.

Bhoi had filed the contempt petition when the order was not complied with. The Court had first issued notice seeking reply from the government on November 23. But when the case came up on Friday, the Court found that the government had filed an affidavit taking the plea that the matter requires to be examined and concurred in by the Law/Finance department before obtaining the approval of the government. The State counsel sought more time for compliance of the order.

The division bench of Justice Sanju Panda and Justice SK Panigrahi said, “We direct that if the December 12 order is not complied with by the next date, the salary for the month of December, 2020 of the Law Secretary as well as Finance Secretary of the government will be held up.” The Court has fixed December 21 as next date for hearing on the matter.

AS PER DPE ORDERS ISSUED ON 19-11-2020

Additional installments of nearness Allowance payable to Employees of Central Public Sector Enterprises (CPSEs) drawing pay as per 2017, 2007, 1997, 1992 & 1987 IDA pay revision guidelines, due from 01.10.2020 shall not be paid.

The additional installments of Dearness Allowances due from 01.01.2021 & 01.04.2021, shall also not be paid. However, Dearness Allowance at current rates (w.e.f. 01.07.2020) will continue to be paid.

As and when the decision to release the future installment of Dearness Allowance due from 01.07.2021 is taken by the Government, the rates of Dearness Allowance as effective from 01.10.2020, 01.01.2021 & 01.04.2021 will be restored prospectively and will be subsumed in the cumulative revised rate effective from 01.07.2021.

No arrears for the period from 01.10.2020 till 30.06.2021 shall be paid
