Large number of people and organizations all over India have risen to the occasion and extended all types help they can give to victims of recent floods in Chennai.

Relief came in cash and kind. It is alleged that some petty politicians of Tamilnadu, belonging to the ruling party, simply printed stickers with the photo of 'Amma' and pasted on the packets sent by the relief workers. Some body else works. These fellows take credit of it. Important newspapers have published pictures of the game.

We will take care of such games.

Com. G Natarajan, GS and Com. DG, Vice President have, at last, reached their home today after noon at 3.30 PM. As there are no flights or trains to Chennai they had to go to Bangalore from Delhi first and from there to Chennai by car. Thanks to the help rendered by Com. G Babu (our new Vice President from Bangalore) and Com. Seshadri, Circle Secretary of NFTE-BSNL of Karnataka Circle, they could join their families today after a gap of one week. Once again, I appreciate the cooperation from their family members.Natarajan’s wife is not well. There are children in the family. DG too has grandchildren, including an infant. Those days of floods they could not go out for any vegetable or milk or drinking water. There was no current. There was no communications as land phones and mobile phones were down. It was a situation of “water water everywhere, not a drop to drink.”

Above all, the Head of the Family was away for our cause! The family members withstood the crisis bravely. Kudos to them.

Shri Ananthakumar, Honourable Minister for Chemicals & Fertilizers has assured our leaders that he would intervene in the cases. Similarly, Shri Nripendra Mishra, Principal Secretary to Shri Narendra Modi, Prime Ministeralso assured that he would intervene and sort out the issue of 60:40. Director and Member (Services) assured that the reply to DOE would be sent within a week. We are waiting with Hope.

COM. NATARAJAN AND COM. GOPALAKRISHNAN IN BANGALORE

Finally, Com. G Natarajan (GS) and Com. DG (VP) reached Bangalore yesterday late night from New Delhi. Com. G Babu, our Vice President in Bangalore has made arrangement to send them to Chennai by car tomorrow. Trains are not going up to Chennai central station. Some Passenger trains are running up to another station outside the city. These trains are overcrowded and have no reservation.

Water has receded from the residence of Com. Natarajan and Com. DG. But, still there is a chance of heavy rains within few days. Their family members are safe.We are thankful to these leaders and their family members for withstanding the tremendous strain and tension during the crisis.

The century's heaviest rains have inundated Chennai city and some parts of Tamil Nadu as well as Pondicherry. Roads are flooded. Many houses are under water. No electricity, No communications. Thousands lost their belongings. More than 200 people have died. Now, worst of all, 18 patients in a famous 'five star' hospital have died as oxygen could not be given to them probably due to power failure.

CHQ of AIBSNLPWA calls upon our members all over India to extend all possible help to our comrades in Chennai. We should send some money - maximum possible - to our Chennai Telephone District Circle Unit. It should be done immediately. Our Chennai TD and Tamilnadu Circles may take suitable decision how best the fund can be utilized.

In the inundated Chennai city, some shops are opened after remaining closed for the last three days. People rushed out to buy essential items. But many had to return home disappointed as the prices of food and drinking water had skyrocketed in several parts of Chennai.

For instance, a packet of milk, which normally costs Rs 20-22, was being sold for Rs 100 while drinking water bottles were being sold for Rs 150 against the original price of Rs 15-20. With ATMs not functioning, many ran out of money.

Our leaders are returning today from Delhi after the successful mission.

Com. Natarajan and Com. Gopalakrishnan will be going to Bangalore first

as all trains and flights to Chennai are cancelled.

They have to join their families in distress due to the disastrous floods in Chennai city.

Going to Chennai from Bangalore is also a problem.

As reported earlier, our leaders met Mr Pracheesh Khanna, Director (Estt) of Department of Telecom and discussed in detail the case of 78.2%. Mr. Khanna informed that the Department of Expenditure of Ministry of Finance had raised number of queries on the Cabinet Note. To prepare reply to those queries, the Establishment Section wanted information from various Sections of DoT. Now, the information has been received from Sections. Establishment Section is compiling them now. The reply to DOE may be sent within a week’s time.

Today noon, our leaders met Shri Ananthakumar, Hon’ble Minister for Chemicals & Fertilizers and apprised him of their meetings with Shri Nripendra Mishra (Principal Secretary to Prime Minister) and Additional Secretary, Telecom. Shri Ananthakumar assured that he would pursue the case further.

AT 3 PM, OUR LEADERS ARE MEETING THE DIRECTOR (EST.) TO ASCERTAIN FURTHER MOVEMENT OF THE FILE IN THE CASE OF 78.2%.


PENSION ANOMALY CASE

The Pension anomaly case came up today before Principal Bench of CAT . We expected that arguments would take place today. It did not happen. Since some of the Departments have not yet filed their counter affidavits, the Judge told that he is giving them the “last chance.The departments should submit their counter within 15 days” and then posted the Case to Third February 2016.

The delay is disgusting, no doubt. But once we are in the court we have no other choice but to follow the procedures.

One good development is that the Department of Pension did not admit the anomaly earlier; now, they admit that there is an anomaly. But they have no proper satisfactory proposal to remove it. We have to go with the court case only.

Once again, the Chennai city is flooded due to very unusual heavy rains.

Families of our leaders Comrades G Natarajan, D Gopalakrishnan, K Muthiyalu, V Rama Rao all are affected. Com. Natarajan and Com. DG are in Delhi now. They are stranded there as many trains and flights are cancelled

We congratulate our leaders Com. G Natarajan (GS), D Gopalakrishnan (Vice President),P Gangadhara Rao (Dy GS), R C Malhotra (AGS.. photo not given) and Com. R Changappa (CS, Karnataka circle) for their successful efforts made in New Delhi during the last three days.
They met Shri Ananthakumar (Minister for Chemicals & Fertilisers), Shri Nripendra Mishra (Principal Secretary to Prime Minister of India), Shri Shivsailam (Addl Secretary, Telecom), Shri Narendra Yadav (Member Services), Smt. Annie Moraes (Member Finance) etc. and took up the case of 78.2% IDA for pensioner revision, removal of 60:40 on pension liability and other cases.

As scheduled in Bangalore AIC, our General Secretary Com. G Natarajan, Dy General Secretary Com. P Gangadhara Rao, AGS Com. R C Malhotra and Karnataka Circle Secretary Com. R Changappa met Shri Ananthakumar, Minister for Chemicals& Fertilizers, in his office in New Delhi yesterday, 30--11- 2015.

Shri Ananthakumar arranged meeting with Additional Secretary, Telecom and Shri Nripendra Mishra, Principal Secretary to Shri Narendra Modi, Honourable Prime Minister of India.

Today at 11.30, Com. Natarajan, Com. Gangadhara Rao, R C Malhotra and Com. Changappa met Shri N Shivasailam (Additional Secretary, Telecom) and discussed about the 78.2%. It was told that the PSU section has given their comments two days back and the file has come back to the Establishment Section. The Additional Secretary assured that the case would be expedited to send the Note to the Cabinet at the earliest.

MEETING WITH NRIPENDRA MISHRA

Then, at 1400 hours the leaders along with Vice President Com. D Gopalakrishnan, met Shri Nripendra Mishra, Principal Secretary to Prime Minister of India (who is also former Chairman of Telecom Commission). Main point discussed was the issue of 60:40. Shri Mishraji knows the case well. However, he gave a very patient hearing to our arguments and assured that he would sort out the issue.

Our leaders will be meeting Shri Ananthakumar again this evening, if possible.

We do hope that our efforts will bear the desired fruits...

As suggested by Shri Ananthkumar, Honourable Minister for Chemicals & Fertilizers, while addressing our AIC on 22-11-2015, our leaders have reached New Delhi to pursue the important cases like 78.2% IDA etc. Com. G Natarajan (GS) Com. P Gangadhara Rao (Dy General Secretary) and Com. R Changappa (CS, Karnataka) have already reached Delhi today. Com. D Goplakrishnan (VP) will be joining them tomorrow.

7th CPC made many exercises to find out the expenditure for a family of four members:

The Employee, his wife or her husband, and their two children.

The experts assessed that a 4 members-family should take only 600 ml milk every day. 18 Litre in a month.

So, the expenditure for milk is limited. This is one of the exercises.....

Hence, minimum pay for a central government employee was fixed at Rs 18000 per month.

Minimum Pension was fixed at Rs 9000 per month.

Does it mean a family of a pensioner should take only 300 ml milk every day?

The 7th CPC has prescribed Rs 18000 as the minimum pay taking into account various expenses of a family with Employee, his wife and two children. According to the CPC, the average expenditure for housing a family in India is only Rs 524.07 per month.

Where in India you will get a house for rent of Rs 524.07 per month? Even in a village ?
We wonder who gave this 'wonderful' information to the CPC!

BSNL has prescribed Rs 1155 for a Type I Quarter in unclassified towns, Rs 2310 in B class cities and Rs 3465 in A1 class cities.

Karnataka Circle Conference of AIBSNLPWA was held on 23-11-2015 in Bengaluru, one day after the AIC. Delegates from all the SSA Units participated. Representing the CHQ, Comrades P S Ramankutty (President), D Gopalakrishnan (Vice President), K R G Durga Prasada Rao (VP) , G Babu (VP), G Natarajan (GS), P Gangadhara Rao (Dy. GS), S Arunachalam (AGS), K G Deshpande (Org. Secretary), K Muthiyalu (Org. Secretary), and AP Circle Secretary Com. K S Koteswara Rao greeted the Conference.

The report presented by Com. Changappa (CS) and accounts presented by Com. Guru Rajan (Treasurer) were adopted after a lively discussion.

The Conference unanimously elected the new team of Circle Office Bearers with Com. P Gangadhara Rao as President, Com. G Babu as Vice President, Com. R Changappa as Circle Secretary and Com. Gururajan as the Treasurer.
