Shri K G B Pillai, AGM retired from Alleppey SSA has sent to us a Table showing the increase of IDA every quarter from 2001 to 2015.
An interesting factor is that the IDA increase has been the highest in the last quarter
(October - December) of every year (except 2010).
OCTOBER 1 HAPPENS TO BE THE FORMATION DAY OF BSNL.
NOT ONLY THE DAY FOR ELDERLY PEOPLE.
BUT, ELDERLY PERSONS WHO GAVE THEIR BLOOD AND SWEAT FOR THE DEVELOPMENT OF TELECOM INFRASTRUCTURE IN INDIA, WHICH GAVE ALL THE FORTUNES TO BSNL, ITS MANAGEMENT AND THE STAFF ARE THE MOST NEGLECTED LOT.
BENEFIT OF 78.2% IDA IS NOT YET GIVEN TO THEM.
MEDICAL BILLS SUBMITTED BY BSNL PENSIONERS ARE DELAYED OR REJECTED ON FLIMSY GROUNDS,
THEIR ANOMALY CASES ARE NOT SETTLED EVEN AFTER 14 YEARS.
ANY REPRESENTATION FROM PENSIONERS ARE THROWN TO THE WASTEPAPER BASKETS.
THIS IS HOW BSNL IS TREATING THE ELDERLY PERSONS.
IN 1991 THE UNITED NATIONS ORGANISATION (UNO) IDENTIFIED OCTOBER 1
AS THE DAY FOR OLDER PERSONS. EVERY YEAR IT IS OBSERVED WITH A NEW THEME.
The 2015 celebration of the 25th anniversary of International Day of Older Persons (IDOP), in anticipation of the third United Nations Conference on Housing and Sustainable Urban Development (Habitat III) to be held in 2016, will focus not only on the impact of the new urban environment on older persons, but also the impact of older persons on the new urban environment.
The Labour Bureau of India has released the All India Consumer Price Index for August 2015.
It is 264 points. (June: 261 points & July: 263 points)
With the above, the IDA from October 2015 can be assessed as 107.9%
IDA from July 2015: 102.6%
From October 2015: 107.9%.
Increase: 5.3%
Com. G S Bajwa, Circle Secretary of our Punjab Circle unit informs that a sum of Rs 25550 has been transferred to Reception Committee for AIC as special donation from branches in Punjab. The Circle Association has done the work in time. We congratulate Com. Bajwa and his team.
Com. R L Kapoor reports from New Delhi:
“The File on 78.2% case was cleared by Member (Finance) yesterday and it has gone to DDG (Establishment).”
Our General Secretary and Treasurer have come back in Chennai after meeting Member (Finance), DDG (FEB) etc in Delhi. As a result of our efforts, the File has started moving once again. It is important that Finance has approved the File that contains the data to be sent to Department of Expenditure.
DoE has to approve the Cabinet Note. Without DOE’s approval also the Cabinet Note can be submitted.
But normally Cabinet does not take any decision without getting the views of DoE on such matters.
So, DoE’s approval is essential.
We have to wait. Patience will pay the dividend.
West Godavari unit, the best SSA Unit of our Association, with 100% Life membership,
has remitted a sum of Rs 25000 to Reception Committee, Bangalore
towards the Special AIC Fund.
Large number of BSNL staff suffered serious anomaly/Aberration in their pay when the CDA scale was converted into IDA scale. This is not yet settled even after 15 long years.
In 1012, BSNL Corporate Office asked the CGMs to inform how many such cases are pending in their circles. Early in 2015 a reminder was also sent. But Only 3 Circles - Gujarat, Orissa and NE-1 Circles- sent the information. Even after three years. Now another reminder is sent to CGMs by Director (HR), BSNL Board on 24th September 2015.
This is BSNL. What a wonderful efficiency?
Yesterday, 23rd September 2015, the Finance Ministry has issued orders
increasing the rate of CDA from 113% to 119% with effect from 1-7-2015.
Com. M Govinda Rajan, Circle Secretary of Chennai TD Circle informs that he has transferred a sum of Rupees 36550 to Reception Committee, Bangalore for our AIC.
Com. K Ramani, District Secretary, Salem West informs that he has transferred a sum of Rs 10,000 to the Reception Committee.
Com. K S Koteswara Rao, Circle Secretary, Andhra informs that they are meeting in Circle Executive Committee on 6th October 2015 at Tirupathi. The branches in AP will make over the AIC Fund to Circle Secretary in CEC meeting. In turn, Circle Secretary will transfer the amount to Reception Committee.
Along with Comrades S Gunasekaran (CHQ Treasurer), R C Malhotra (NTR Circle President), D P S Sisodia (NTR Circle Secretary) and R L Kapoor (Legal Committee Member) Com. G Natarajan, our General Secretary met Member (Finance), DDG (FEB) and Director (Est.) today and discussed the issue of 78.2%.
Member (F) and DDG informed that they have received the DATA from almost all the Circles. Only few Circles are left out. They are making all efforts to collect Data from those Circles also and send it to Department of Expenditure at the earliest possible. Director (Est.) assured that there will not be any delay in Establishment Section and that as soon the file comes back to them it will be processed immediately.
Today, our NTR Circle Secretary Com. D P S Sisodia, along with Shri. K G Sharma (Ex. Telegraphmaster and now a BJP activist in Delhi State) met Shri. Amit Shah, national President of BJP and submitted a representation regarding 78.2% case.
Shri Amit Shah assured prompt action on the case.
Com. G Natarajan, our General Secretary has left Chennai today for New Delhi. He will be in New Delhi for few days.He will meet Member(Finance) and other senior officers and pursue the case of 78.2 which is delayed inordinately.
Com. S Gunasekaran, CHQ Treasurer is also with Com. Natarajan.
BSNL had allowed 20% concession in broadband connection charges to central government employees and PSU employees to capture the market. After some time the concession was reduced from 20% to 10%.
Now, the concession is further reduced to 5% with effect from 1-10-2015.
BSNL management does not recognize the fact that there is stiff competition in the field and that the Private Telecos are waiting outside with attractive offers to the customers.
Higher-ups in the BSNL are taking decisions to help the private companies. After retirement from BSNL, some of these officers may get job in private companies for one or two years. Thereafter, they will be simply thrown out as ‘curry-patha’.

The case of 78.2% is not closed, as BSNL claims.
It is still pending. Department of Telecom has to forward the Cabinet Note to Cabinet. The Opinion of Department of Expenditure (Finance ministry) has to be attached with the Note. The process is going on. Prime Minister’s Office could not understand the case from Mr. Mistry’s letter.
So PMO sent the case to BSNL. The BSNL feels that it is a "policy matter" and not a grievance.
Hence the Grievance case is closed. The BSNL concealed the fact that they are collecting the 'data'.
This is how an important issue is handled in the PMO or by the BSNL.
The above case can not be closed this way.
There is a wrong notion among many people that if you bring a case to the notice of Prime Minister’s Office (PMO) through internet, the case can be settled very easily. With One click!! Mr D D Mistry of Gujarat based BSNL/DOT Pensioners Association lodged a grievance on 9-9-2015 using the Portal about our case of 78.2% benefit for BSNL Pensioners thinking that it can be thus settled. Today, Mr. Mistry got a reply from the PMO stating that the "Case stands closed.” It is really Funny.
