BSNL-MTNL MERGER: WHERE IT STANDS?
According to the item appeared in the website of BSNLEU on 17-3-2017, the leaders of various organizations met CMD and discussed the matter. The report about the discussion is as:
[17.03.2017] Merger of BSNL and MTNL.
“Many rumours are doing the rounds among employees with regards to the merger of BSNL and MTNL. In view of this, the leaders who met the CMD BSNL today, raised the issue in the discussion. The CMD BSNL replied that he was not aware of any development on this issue. …..” (BSNLEU WEBSITE)

New Delhi: Amid renewed push for BSNL-MTNL merger, BSNL CMD Anupam Shrivastava has said the combination will be “advantageous” for both the state-owned telecom firms but issues pertaining to debt and salary structure will need to be sorted out first.
BSNL ASSETS: CMD informed the leaders as
“So far the Companies in India were following an Accounting Standard called GAP (General Accounting Principle). However, the Government of India has made it compulsory from this year onwards, that the Companies should follow a new Accounting Standard called Ind AS. As per this new Accounting Standard, a different methodology is to be adopted by the Companies, for calculating their net worth. Accordingly, the assets purchased by BSNL, after 01.10.2000, through the revenue it generated from it’s core business alone will be taken for assessing it’s net worth. At the same time, according to the new procedure, the value of the total assets of the Company, like land and buildings, will also figure in the account. For this purpose, BSNL has to bring in the value of it’s entire lands into the account. A consultancy, to be appointed by BSNL, probably KPMG, will assess the market value of these lands and will certify it. In this year’s account, BSNL’s lands worth atleast Rs.1,50,000 crore has to be brought into the account. And, this job has to be completed before 30th June, 2017. If BSNL’s assets worth Rs.1,50,000 crore figure in the account, it will greatly improve the image of the Company in the eyes of public.”

The Thanjavur Disrict branch (Tamilnadu) of our Association organized a very special massive convention on 18-3-2017 in commensurate with International Womens Day. About 500 members including 250 ladies attended it. CGMT, TN, GM (Madurai) GM (Plng. TN Circle), GM Thanjavur as well as Com. D Gopalakrishnan and Com. V Rama Rao participated in addition to other leaders from Madurai, Tirunelveli etc.
On the occasion, Smt. K Poonguzhali, the CGM of Tamilnadu Circle and Smt S E Rajam (GM Madurai) were felicitated. The leaders of comrades led by A K Dhanapalan and K Swaminathan made all arrangements for the grand function.

As already reported earlier, when we met Shri J S Deepak IAS, the then Secretary, Telecom on 22-2-2017, we brought to his notice inordinate delay in settlement of the revision process with 78.2% IDR even though the DoT had stipulated 31-12-2016 as the target date. Secretary admitted the delay and directed Member(F) to sit with DDG(Estt) to fix another date which should be practical but not far off.
Now, Member (F) of Telecom Commission has issued a new instruction fixing new date for the settlement of cases.
Pre-2007 cases : BSNL offices should send the cases to CCA offices latest by 15-3-2017 and CCAs should issue revision orders by 31-3-2017.
Post-2007 cases: BSNL offices should send the cases latest by 31-3-2017 to CCAS and the CCAs should issue orders by 10-4-2017.

J .S. Deepak IAS, Secretary, Telecom is abruptly transferred to Commerce Ministry. Mr Deepak is in Barcelona now, attending an international conference there.
New Delhi: The hasty removal and transfer of Department of Telecommunications (DoT) secretary J.S. Deepak – a government official who has been closely associated with the telecom department for seven years now and has butted heads with Reliance Jio and TRAI over the past year – will only serve to further muddy the waters for an industry wracked by recent allegations of crony capitalism and favouritism.
A new branch is formed in Ballari SSA of Karnataka. Com. K G Deshpande, AI Org. Secretary and Com. Changappa, CS of Karnataka addressed the formation meeting. CHQ welcomes the new branch.
