PENSIONERS DAY 2017

Today is observed as Pensioners Day by lakhs of service pensioners in India. It was on this day, 35 years ago, on 17-12-1982, that the Supreme Court of India delivered its landmark judgement in DS Nakara Vs GOI case. (For details please see the article published in Pensioners Patrika November-December 2017).

On this day, we pay our respectful tributes to late Shri H D Shourie, Late Shri D S Nakara and Late Shri Rear Admiral Satyendra Singh. Mr. Nakara and Mr. Singh were pensioners, denied the benefits of liberalized pension scheme introduced in 1979. Court granted the benefits to them. Mr. H D Shourie was a man fighting for justice through legal remedy. He founded a society called COMMON CAUSE and started the Public Interest Litigation in our country. It is because they raised fundamental basic issues concerning Pension in their original application and the Affidavit in the case that the Supreme Court was compelled to make very significant observations on pension. Court declared that pensioners as a whole is a homogenous group and pensioners cannot be divided based on any cutoff date. Supreme Court declared that pension is neither a bounty nor an ex gratia benefit and that it is deferred wage.

Lakhs of old pensioners - central and state - are getting parity in pension because of this judgement.

BSNL retirees are covered by CCS Pension Rule 1972.Hence they should get pension revision granted to all other central service pensioners covered by same rule. BSNL pensioners cannot be discriminated or denied the benefit. AIBSNLPWA, therefore, demands pension revision with the same benefits as recommended by Seventh CPC. We shall continue our struggle for justice. Our branches observe this Day with high hopes and great respect to the pioneers.

TIMES OF INDIA REPORTS;

BENGALURU: The two-day nationwide strike called by Bharat Sanchar Nigam Limited (BSNL) employees from Tuesday has affected several Computerized Passenger Reservation Centers of the railways across the state. South Western railway officials said telecom communication channels were disrupted due to the strike which affected the functioning of several booking centres on Wednesday. The booking centers at Bengaluru high court, city civil court, Vidhana Soudha, Banashankari BDA Complex, Jayanagar BBMP Shopping Complex, Koramangala BDA Shopping Complex, NR Road (Majlis-e/Millia Islamia building- KR Martket) and KSSIDC Building at Electronic City Ph-II were affected.

WILL THE GOVERNMENT REALISE THE IMPACT OF THE STRIKE AND ACT SENSIBLY?

Today, units of AIBSNLPWA in different parts of the country organised demonstrations exhibiting their solidarity and support to the BSNL staff on 48 hours strike demanding pay revision and stop separate company for tower.

THE 48 HOURS STRIKE WILL COMMENCE AT ZERO HOURS TODAY NIGHT, CALLED BY ALL UNIONS AND ASSOCIATIONS OF BSNL STAFF. THEY DEMAND:

(1) Pay Revision from 1-1-2017 based on report of Third Pay Revision Committee and

2) withdraw the move to form separate subsidiary company for Mobile Towers.

CMD of BSNL gave hollow assurances earlier. Nothing happened.

Now, the present Minister is asking “where is the money to revise pay?”!!!!!!!

Government policies only made BSNL Lame and limping from the very beginning.

BSNL Employees made all sincere efforts to help the Company.

Why should the workers find and suggest resources to revise their wages?

Finding no alternative, the BSNL staff is compelled to resort to strike work.

We support their united action and wish them all success.

The All Unions and Associations of Karnataka, presented it's Memorandum on Wage Revision and Subsidiary Tower Company issues, to Shri Manoj Sinha, Hon'ble Minister of State for Communications, yesterday at Bengaluru. The Hon'ble MoS(C) had asked the representatives, "where is the money to pay the wage revision?" Further, he has told that the financial position of the Company was not good and that the government was also not in a position to help in this regard. The reply given by the Hon'ble MoS(C) clearly tells us about the mindset of the government, regarding the wage revision issue.

SUPPORT THE STRIKE

ALL UNIONS OF BSNL STAFF HAVE DECIDED TO ORGANISE A NATION-WIDE STRIKE ON 12-13, DECEMBER 2017 DEMANDING WAGE REVISION AND SETTLEMENT OF LEFT OUT ISSUES OF SECOND PRC.

BEING SENIOR WORKERS WHO SERVED IN BSNL FOR SOME PERIOD, WE THE BSNL RETIREES ARE VERY MUCH CONCERNED ABOUT THE PRESENT PLIGHT OF OUR JUNIOR COMRADES. THEY DESERVE PAY REVISION LIKE ANY OTHER CENTRAL PUBLIC SECTOR WORKERS.

Hence, CHQ of AIBSNLPWA calls upon our members to organise demonstrations, wherever possible, in front of BSNL offices on 12th and 13th expressing our solidarity to the BSNL staff on strike...... G Natarajan, General Secretary

All India Consumer Price Index (Ind. Workers) for the month of October 2017 is declared as 287.

It was 285 for the previous month. The Index for November will be declared on last working day of December.Then only we can calculate the rate of IDA from January 2018.

If the Index for November remains at 287, then the rate of IDA from January 2018 will be 126.7%.

If it increases to 288 point, the Rate of IDA will be 126.9%

In case it reduces to 286, the rate of IDA from January 2018 will be 126.4%.

We are happy that Department of Telecom has finally accepted our old demand and issued order on 22-11-2017 and the BSNL Corporate Office endorsed it today. In 2011, we observed undue delay in many SSAs of BSNL in processing pension revision cases and demanded that the Service Books should be shifted to CCA offices and also that the CCAs should be declared as Pension Sanctioning Authorities. Some CCAs were reluctant to accept the responsibility on the plea of lack of staff and lack of space in offices.

Now, DOT has accepted the suggestion and issued orders. In First phase, Service Books of CDA pensioners, retired from Telecom, shall be taken over by CCA offices. At a later stage, the Service Books of IDA pensioners retired from BSNL/MTNL are to be taken over by CCAs. Joint CCAs or Dy. CCAs are declared as Pension Sanctioning Authority for the respective Circles.

This new arrangement will, we hope, reduce delay in settlement of pension related issues to some extent.Of course, the DoT should sanction additional staff and fill up vacancies without any further delay to make the step successful.

14th branch of Chennai TD Circle has been formed at Chengalpet on 27-11-2017. Com. Natarajan (GS), Com. Vittoban (CHQ Tr.), Com. M Govindarajan (CS CH TD), Com. M Murthy (CP CH TD), Com.
