BSNL was formed in 2000. 17 years have already passed. Many people were appointed as JTOs in DoT, before BSNL was formed. They were subsequently absorbed in BSNL. Some of them became AGM and DGM also. After long 17 years when these AGMs and DGMs are going to retire soon, suddenly BSNL has wokeup to see that they were not yet confirmed as JTOs.!! Now orders are issued to immediately confirm as JTO. ....

As on today, 17-5-2018, the contributions received by CHQ from branches towards AIC Fund has crossed Rs. Eleven lakh. My target is Rs. 17 Lakh. It will come. Some branches and Circles have to pay more attention.The final figure as on today Rs. 1108600.00...... Details as on 31-5-2018 will be published in next issue of Pensioners Parika.

It is reported that the railways have allotted Puri Railway Tourist Complex for our AIC in September 2018. The building is just outside railway station, Puri. Dining hall is on the other side of the road. Accommodation will be in three places, at walking distance from the above building. We congratulate Odisha comrades for getting the spacious building allotted for AIC.
TAMIL NADU CIRCLE ASSOCIATION IS ORGANIZING A WORKSHOP ON PENSION TOMORROW,15-5-2018. NOTICE IS REPRODUCED BELOW.
Trichur district conference was held on 11-5-2018. Com. P S Ramankutty inaugurated. Com. A P Saraswatnhy (AI VP), Com. T P George (CS), Com. R N Padanaiar (Circle Org. Secretary), Com. P V Raman (Circle OS) , Com. T K Johny (Circle OS) etc. addressed the meeting.
Calicut (Kozhikode) District unit in Kerala held its conference on 10-5-2018. P S Ramanbkutty inaugurated the conference. Com. P N Moosad (CP), Com. T V Krishnan (Circle Org. Secretary) Com. V M N iyer (ACS) and others addressed. On the occasion, a Cheque of Rs 5000 was handed over to a patient who requires frequent dialisis. Calicut unit has organised charity activities of worth of Rs 1.5 Lakh during the one year.
Madurai (TN) district held its conference on 9-5-2018. Comrades DG, Muthiyalu, Natarajan, Rama Rao and other leaders attended it on behalf of CHQ.

Originally, the Grade Pay granted to the pay band of Rs 6500-10500 was Rs 4200 .Later on the Grade Pay was increased to Rs 4600. But, when the new Concordance Table was prepared, the increased GP of Rs. 4600 was not taken into account. As a result, those who DOT pensioners retired from Grade IV are denied their due pension in the recently implemented pension revision based on order dated 12-5-2017. It is a very simple matter. But, bureaucrats in Delhi will not give the benefit to pensioners. Matter was discussed in SCOVA meeting on 23-3-2018. Only discussion; no decision. The official minutes indicates that:
“the proposal was not agreed to by Dept. of Expenditure. The matter has again been referred to Department of Expenditure for reconsideration on 22-2-2018. Department of Expenditure was requested to expedite their decision in the matter.”

Anomaly in fixation of pension of DoT employees absorbed in BSNL between 1-10-2000 and 30-7-2001 was discussed once again in the SCOVA meeting on 23-3-2018. As usual, only discussion; no decision. See the following lines quoted from the official minutes of SCOVA meeting of 23-3-2018:

“ (vi) Anomaly in fixation of pension of DoT employees absorbed in BSNL between 1-10-2000 and 30-7-2001
DOT informed that the Hon’ble CAT in its order dated 16-12-2016 has allowed the petition filed by some absorbee BSNL pensioners who retired during 01-10-2000 and 30-07-2001. DOT has filed a writ petition in Delhi High Court against the order of Hon’ble CAT. Hon’ble High Court has granted stay on implementation of Hon’ble CAT order. The case will come up for hearing in High Court in October 2018.
DoT has separately moved a proposal to Department of Expenditure on a formulation suggested by DoPPW. Department of Expenditure has sought financial implications on the proposal. DoT is compiling information and would submit the same to Department of Expenditure.

THE AFFECTED PENSIONERS ARE ABOVE THE AGE OF 77.
MANY OF THEM LEFT THIS WORLD. BUT DOT WILL NOT BE MOVED.
THEY SAY REPEATEDLY "HONOURABLE CAT" ETC.
BUT THEY NEVER HONOUR THE CAT ORDERS.

Few days back, in this Website, we had posted details of Rs 8,00,200 received by CHQ towards AIC Fund @ Rs 50 per member. Thereafter, up to 2-5-2018, CHQ has received another sum of Rs 137750. Details of this additional receipt are:

Dear Comrades,
Kindly refer the posting dated 21-4-2018, in this Website about next AIC at Puri, immediately after the Chennai CWC. I tried to confine the matter to one page of our Patrika. In that effort, some points were not made amply clear. Therefore, some comrades raise some doubts. Hence, this posting again. In the coming days too I shall post some items/information about next AIC.
DATE & VENUE OF AIC: It is finalized as 22-9-2018 (Saturday) and 23-9-2018 (Sunday). Reception Committee has applied for the Railway Tourist Complex, just outside Puri Railway Station. It is quite convenient for delegates to locate the place. But, till today, Railway Authorities have not given any confirmation order. Normally the Complex is given for Tourists through private agencies. Railway authorities have to take a decision. We are waiting. We shall let you all know when there is some definite information.
DELEGATE FEE: It is Rs 1000 per head for food and accommodation for delegates. For food alone, for almost 3 days (from dinner on 21-9-2018 to breakfast on 24-9-2018) the cost will be around Rs 900 per head. Visitors like Family members etc. have to pay Rs 1000 per head if they want to take food provided by the Reception Committee.
Some time back, one BSNL Pensioners’ organization conducted their AIC at Puri. They charged Rs 3000 per head. We have fixed only Rs. 1000 in total per head. Our delegates have to pay only Rs 1000 in total per head for both food and rooms.
ACCOMMODATION: We thought that accommodation would be cheaper in Puri. No doubt, it will be very cheap if we take Dharamsalas. But, I find many of the Dharamsalas are not neat and clean. Number of toilet is very limited. Our Delegates are old people. They require some comfortable facilities. Hence we suggested to Orissa comrades to arrange hotel accommodation though costly.
Three good hotels belonging to the Sree Jagannath Temple Trust have been identified. They are fine. Gundicha Bhakta Niwas (60 rooms), near Sreegundicha Mandir at the end of Grand Road, Sree Nilachala Bhakta Niwas (60 rooms) at Grand Road and Niladri Complex (120 rooms) at Grand Road. Niladri is now under renovation. We hope it will be ready within a month. It is estimated that Rs 17 lakh will be required to accommodate 1000 delegates for three days from 21-9-2018 to 23-9-2018 in these locations. Other expenses for conference hall, dining hall, publicity etc. are extra.
CHQ will help Orissa comrades for which we gave a call for AIC fund @ Rs 50 per member.So far, we have received only Rs 8 lakh.We expect that all branches will send the amount in full and raising Rs 17 lakh is not a problem for our association. It is Rs 50 per head once in three years.
NUMBER OF DELEGATES: We can hold a conference of 3000 or 5000 people. Our members are interested to attend AIC. But considering the burden of Reception Committee, number of delegates has to be restricted. It is done strictly according to the CHQ quota received from districts. If any branch sends extra people as Visitors or Observers they have to arrange accommodation themselves. Reception Committee can help them book rooms in private hotels, if required amount (approximately Rs 1000 per double bed room per day) is sent to Reception committee. These hotels may not be as good as the three mentioned earlier.

I regret that some typing errors crept in while uploading the matter on donations received by CHQ towards AIC Fund. Name of Nagercoil appeared twice. One donation of Rs 10000 was identified as from Shimoga. I am thankful to Com. T S Vittoban, our CHQ Treasurer, who took pains to correct the figures even at the odd hours of 1AM.

Finally, today BSNL Corporate Office has issued the order for payment of quarterly allowance up to March 2018. It is yet to be decided whether the scheme should continue beyond March 2018.

BSNL Pensioners of Kerala circle organized a march to CCA/CGMT offices today in Trivandrum demanding:
1) Settle all pending MRS claims from pensioners without further delay.
2) Grant medical allowance under BSNLMRS up to March 2018.
3) Revise pension of 2006 retirees of the circle, kept pending by CCA Kerala asking for unwanted clarifications again and again.
