We are happy to note good organisational work in AP circle. The circle has, during the past one year, enrolled 900 new members.

BSNL Corporate Office has issued an order today, 01-01-2018. For those who avail BSNLMRS with voucher for outdoor treatment, hitherto the ceiling was fixed at 25 days pay with 68.8% IDA. According to today’s order, 78.2% IDA is allowed in the place of 68.8%. Good.

At the same time, eligibility ceiling is limited to 23 days’ pay instead of 25 days.

What is the net effect?

Take an employee with Rs 10000 Basic Pay,for easy calculation.

25 days’ Basic Pay plus 68.8% IDA: Rs 14066.00

23 days’ Basic pay plus 78.2% IDA: Rs 13662.00

Karwar district conference was held on 29-12-2017 in the presence of Com. P Gangadhara Rao (Circle President of Karntaka) and Com. R Changappa (Circle Secretary). 58 Pensioners have become Life members of AIBSNLPWA in the district on the day. Comrades A V Anvekar, A T Naik and Shinnu N Naik are elected as District President, Secretary and Treasurer respectively. Sirsi and Kumta branches were also formed on the day.

The Labour Bureau of India has announced All India Cost of Consumer Price Index (AICPI) for the month of November 2017.It is 288 points. Based on the indices for three months the rate of IDA from January 2018 can be calculated as;

AICPI for September 2017: 285

AICPI for October 2017: 287

AICPI for November 2017: 288

Average for three months: 286.67

Increase over 126.33 (merged): 126.9%

Existing rate of IDA:: 124.3%; INCREASE: 2.6%

Indian Telecom Industry is in crisis. Few months back, the mighty TATAs sold its Mobile Teleservices to Airtel for free. Now, Reliance JIO of elder brother Mukesh Ambani is acquiring some assets of RCom of young brother Anil Ambani.

It is reported that RCom has a debt of more than Rs. 45000 Crores. By selling some of its assets the Company can reduce its debt to Rs 25000 Crores.

Two brothers started jointly with blessing of father Dhirubhai Ambani. After death of the father the brothers split. Now they are joining together. JIO will become the deciding powerful player in Indian Telecom Industry.

The two brothers can decide their business. What about BSNL and MTNL? Who will bail out them? The Government has to decide. Or will the Government succumb to the pressure tactics of Private Telecos like JIO?

PENSION REVISION OF DOT PENSIONERS

The Government accepted a new formulation for revision of pension of central government pensioners with effect from 1-1-2016. Orders were issued on 12-5-2017 with a directive that the revision should be completed by 31-12-2017. Accordingly 99086 DoT employees retired before 1-10-2000 should get pension revision. BSNL had to forward the calculations to the CCA offices. But as on 18-12-2017 only 29890 cases have been sent by BSNL to CCAs. Only 30%. Just one week is left for completion of the work. As usual, the BSNL Corporate Office has sent another reminder to Circles to take immediate action. The number of cases sent by BSNL and the total number of cases (in bracket) are given hereunder.

Chattishgarh, Haryana, NE and UP East Circles of BSNL haved completed their work. There is good progress in J&K, Rajasthan, UP West and Uttrakhand circles. Kolkata telephone Circle has not sent a single case so far. Position in Delhi, Maharastra and Tamilnadu (where there are many cases) is also very poor.

This year, good number of our branches have observed the Pensioners Day with great enthusiasm on 17, December or some other convenient day. Our members understood significance of the day, significance of the landmark judgement delivered by Supreme Court of India 35 years ago on 17-12-1982 and also the significance of the case fought by Mr. D S Nakara, Rear Admiral Satyengdra Singh and Mr. H D Shourie. Active participation of large number of BSNL pensioners in this regard is commendable.

NO ONE HAS EVER BECOME POOR BY GIVING INTENTIONALLY TO THE NEEDY

At the same time, some branches of our Association have organized charity activities on the Day instead of alone holding meetings and discussing our problems. Vijayawada, West Godavari, Bhimavaram and Tanuku branches in Andhra as well as Calicut (Kerala) are some of such branches. The leaders and members of these branches went to the Poor Homes, Old Age Homes, Orphanages, Leprosy Rehabilitation Centre etc. etc. and gave away food items, clothes, dress materials, grinder, bed sheets, buckets etc., as required by the respective Homes. The charity reaches the really needy people because it was done through Institutions established by Late Mother Teresa in Andhra and the reputed Institution in Calicut for rehabilitating the leprosy patients who are not taken back by their families. These branches do it every year.

I congratulate the leaders and active members who cooperated with this charity work in Andhra, in Calicut etc. Their act stands out exemplary when, people at some other places are more busy in fighting each other for posts and positions.

Kerala Circle Association had sent Rs ONE LAKH to the Chief Minister's Relief Fund to help the victims of Okhi cyclone. While observing PENSIONERS' DAY members in all branches donated liberally to the Fund.

PENSIONERS DAY 2017

Today is observed as Pensioners Day by lakhs of service pensioners in India. It was on this day, 35 years ago, on 17-12-1982, that the Supreme Court of India delivered its landmark judgement in DS Nakara Vs GOI case. (For details please see the article published in Pensioners Patrika November-December 2017).

On this day, we pay our respectful tributes to late Shri H D Shourie, Late Shri D S Nakara and Late Shri Rear Admiral Satyendra Singh. Mr. Nakara and Mr. Singh were pensioners, denied the benefits of liberalized pension scheme introduced in 1979. Court granted the benefits to them. Mr. H D Shourie was a man fighting for justice through legal remedy. He founded a society called COMMON CAUSE and started the Public Interest Litigation in our country. It is because they raised fundamental basic issues concerning Pension in their original application and the Affidavit in the case that the Supreme Court was compelled to make very significant observations on pension. Court declared that pensioners as a whole is a homogenous group and pensioners cannot be divided based on any cutoff date. Supreme Court declared that pension is neither a bounty nor an ex gratia benefit and that it is deferred wage.

Lakhs of old pensioners - central and state - are getting parity in pension because of this judgement.

BSNL retirees are covered by CCS Pension Rule 1972.Hence they should get pension revision granted to all other central service pensioners covered by same rule. BSNL pensioners cannot be discriminated or denied the benefit. AIBSNLPWA, therefore, demands pension revision with the same benefits as recommended by Seventh CPC. We shall continue our struggle for justice. Our branches observe this Day with high hopes and great respect to the pioneers.
